Message you can build a flying saucer. The spinning disc acts as a rotating wing, like a helicoptor. Also the shape of the spinning disc creates a local vacuum that can provide additional lift and be directed for horizontal movement. The Boeing experiment seems similar to this and isn't really anti-gravity. But the few scientists who think outside the traditional laws of physics are the ones who can make the new breakthroughs. Remember the sound barrier that could never be broken. Another concept for "anti-gravity" could probably be some sort of "anti-magnetism". If a device could amplify the earth's magnetic field in a local area, an object with an opposite magnetic field could levitate and/or travel along the direction of field. Kinda like a magnetic bullet train with no track that only goes North to South, and back. BTW, this is just speculation from am just an engineer who enjoys science fiction. I don't have any real background on this subject
